On the very day Roosevelt signed the Beer and Wine Revenue Act, President Roosevelt legalizes the sale of beer and wine on U.S. military bases. In the present letter, Roosevelt forwards commissary sales on military bases to the Secretary of War, likely to predict the amount of revenue from federal tax levies on the sales of alcoholic beverages to soldiers: “Thank you for your letter enclosing memoranda regarding commissary sales. I am sending it on to the Secretary of War.”
